The “2020 Marine Ecological Civilization (Long Island) Forum” was organized by the Ecological Society of China in conjunction with the China Ocean Development Research Association, the First Institute of Oceanography of the Ministry of Natural Resources, the Central Energy Resources and Environment Commission of the China Democratic National Construction Association and the Long Island Marine Ecological Civilization Comprehensive Experimental Zone Management Committee. The Forum was successfully held on September 18-20, 2020, in Changdao, Shandong. The theme of this forum is “Oceanic Practice of Lucid Waters and Lush Mountains Being Invaluable Assets”, and three sub-forums are set up to focus on the accounting and value realization of ecological products, the construction of marine nature reserves and national parks, and the integration of ecological environment protection in the Jiaodong Peninsula. Discussions were conducted on three topics, focusing on how to apply ecological science knowledge to ecological protection and marine management business, and to provide suggestions to the central and local authorities from different perspectives. 87 representatives from 26 government management agencies, 32 scientific research institutions, 5 companies, 4 social organizations and 3 media participated in the forum and 30 experts delivered speeches. Lu Yonglong, vice chairman of the Ecological Society of China was invited to preside over the forum and give a keynote speech. Chen Shang, the executive director of the Society, presided over the meeting.

 The construction of marine ecological civilization is an important part of the overall national ecological civilization construction, and its fundamental goal is to build a beautiful ocean. The national land-sea coordination system has been established and has achieved initial results. After a day of “brainstorming”, the participants had a deeper understanding of marine ecological civilization and a more accurate grasp of the dialectical relationship between marine economic development and the construction of marine ecological civilization.

 The forum released the Long Island Consensus on Marine Ecological Civilization initiative, and the full text is as follows:

 1. Exploring the island model of Lucid Waters and Lush Mountains Being Invaluable Assets. Improve ideological understanding, strengthen planning guidance and goal guidance, practice General Secretary Xi Jinping’s green development concept of “Lucid Waters and Lush mountains are Invaluable Assets”, and actively explore effective practical ways to transform ideas into reality and island characteristic models, so as to make economic value and society value achieve a win-win situation. Carry out marine ecological product survey and accounting, explore new mechanisms for realizing the value of ecological products, provide scientific and policy support for the realization of green production in the entire industry chain, and comprehensively promote high-quality marine development.

 2. Establish a strategic system for island ecological civilization. Adhere to green development, make every effort to create an ecological environment suitable for living and traveling, continue to use the establishment of a national ecological civilization demonstration zone as a starting point, and use the deepening of the ecological civilization system reform as an opportunity to establish an island ecological civilization strategic system. Create an ecological space system and build blue-green islands; establish an ecological industry system and build a low-carbon island; construct an ecological environment system and build a healthy island; initiate an ecological living system and build a livable island; start an ecological and cultural system and build a cultural island; build an ecology institutional system and a legal island; and build a military-civilian integration system and a safe island.

 3. Explore the marine protective area system with national parks as the main body. The establishment of a natural reserve system with national parks as the main body is a major measure to implement Xi Jinping’s thoughts on ecological civilization and a major reform task proposed by the party’s “19th National Congress”. Comprehensively investigate and find out the status of nature reserves, prepare development plans for nature reserves on the basis of comprehensive assessments, formulate implementation plans for the integration and optimization of nature reserves; strengthen the supervision and management of nature reserves with national parks as the main body, and establish a three-dimensional monitoring network system for national parks and other various types of nature reserves; and build a policy mechanism for co-existence and sharing of different interest groups inside and outside the national parks.
